Is It Possible to Talk to a Psychiatrist?

    Hello, I am having major problems with a family member, it is somewhere along the lines of psychosis, schizophrenia, ptsd, bipolar disorder, I am not sure... This person was institutionalized 20 years ago but fooled their way out and has needed help ever since, can easily fool an (incompetent?) GP, can entirely function normally and adequately in society, hold down a job for over a decade (despite barely sleeping on work nights), and everybody around this person rationalizes for, tries to deny, and feeds into, the problem rather than trying to fix it, even though they know the person needs serious help. The person will not get help unless I manage to trick them into it, which is entirely possible in certain circumstances, or I institutionalize them, which is a last straw worth considering, and I have on tape the thing that will force the matter if I need to, but I really need help evaluating my options given the circumstances. Hence the question:

    I have recordings of this person, something the people 20 years ago never had, and a list of examples of behaviour and I have been told the only person who can really help and evaluate is a psychiatrist, but it seems virtually impossible to access them without a GP referral, and the person not wanting to do anything about it makes it even more impossible. Since I never wanted to do something that would risk the job I have been absolutely stuck, but it's getting so bad I am considering taking the risk.

    I am really really hoping it would be possible for me to go to a psychiatrist just to discuss the issue with them after they hear the recordings and listen to the symptoms, at least just to give me advice on every step of the way and help me consider my different options when I go the GP route. However for a long time I did not even know a psychiatrist was the right person, and then you apparently can't access them unless through a GP according to this

    but I can find like 2 on google in South Dublin but I am not even sure about those given the above links statement.

    Since the person can easily fool their way out of things (though the recordings are so bizzare and consistently self-referentially bizzare over 2 years, they are damning and no way this person can trick their way out of it) I would really like help ensuring at no stage can the person play games and that no incompetence (e.g. the GP who I suspect laughed it off with the person going in over a flu after I went to them for help over this and even got a note from them for the person to come in :\) can ruin whatever action I take. I need to factor in the incompetence of a GP missing the issue (my recordings can hopefully do that) and am worried people will not realize how severe the problem is since the person could just act normal and then do nothing about it, and worse does not want to do anything about it themselves even though they are destroying themselves and really hurting those around them.

    What exactly should I do and where should I look? The problem is that everybody just goes calm hoping the problems will stop and then enjoys the week or two until it erupts again out of thin air, and I am afraid of doing anything permanent until I am 100% sure it will work and everything will be safe, and the rest of my family, when we try to do something to get started, just stops because they prefer the calm and prefer mitigating stress over the issue at all costs, so I'd like to at least talk to an expert who hopefully knows at least even knows what ptsd is and how to treat it, to get info on the system and how to ensure it works as good as possible given the circumstances, and advice on the problem even though I will barely communicate how bad it is through recordings and talking since even I suppress it. I (but not they) have a medical card if that is any help. Thank you very much.
