Public service: Switching position, does it reset the clock?

    Brother is working as a Technical officer on a contract, the same employer has a technical officer position with a permanent position coming up and he was told he should go for it.

    They are in different departments. He asked me as i worked in a similar role years ago. I do know that if he had applied for a permanent position in the same role and got it, it would be still counted when he reached his first year as his first jump on the grade list ie if he got the permanent job after being there 6 months, he would still go up a grade 6 months later.

    Does this still apply even if the position is is another department in the institution that he works eg if he moved from Biochemistry to Chemistry or to engineering in DIT (or UCD or any of the 3rd level institutes)would it be counted as day one from the time he was offered the new position or would it be counted as 6 months served if that was how long he had been there.
