    To be able to open the window we have to use a ladder

    What affordable approaches exist to open a window in this height, from down below?

    We can't change the window.

    Would be possible to install a motor

    Yes, at a cost, its a common enough idea for fire ventilation in commercial buildings

    Photo? You might be able to adapt it to permit opening it with a pole. That's how most folk open their roof height Velux rooflights.
