Questions about BTEA and VTOS

I have a bit of questions about BTEA, but the welfare worker who deals with this will not be in the office until the end of the month. I do not want to wait that long to get an understanding of entitlements. Yes, I read the welfare website.

    1. I was told by the officer that I can receive up to 500 euro towards my schooling. Under what scheme or condition, I have not a clue. He said I am entitled to this though I am not entitled to Susi given I have not been in Ireland for 3 out of the last 5 years. What is this 500 euro towards schooling called? Is it available for someone doing a FETAC 5 full time course at a public school?

    2. BTEA- Can I get this 500 euro towards schooling if I register for BTEA?

    3. What is the difference between BTEA and VTOS? Is there one more beneficial?

The course I am looking to take is 9 months, full time. Fetac level 5 plus ITEC international qualification.
