Water pressure

The water in my apartment is really low. So the tank and other water pipes are in the hot press. There's a meter thing that goes up to 4 with a red mark around one and the line is way below nearly at 0.
So what valve do I turn to make the line go up? I can see 3 red ones? Tried turning them but nothing happens is there something else I should look for? Thanks

Start off by posting a pic of as much of the hot press as possible.

That valve that the top of the gauge seems to touch in the pic has a black knurled head that can be turned by hand. If it's set up correctly you can just turn it on until the pressure increases. If setup incorrectly the pressure might shoot up too high.
Turn it up slowly a be ready to turn it off once pressure is reached.

As with all of this sort of water work, know how to turn off the whole supply if things go wrong.

Make sure we are not mixing central heating top up loops and the domestic water supply, that setup in the first picture could be the CH loop,

    Op second picture is rubbish
