    They can require that you fundraise for them if you want to be a client of theirs. Its their fee.

    I can't see any reason it wouldn't be legal- its quite common actually.
    You could tell them to take a hike and see what happens?
    I personally hate fundraising- I just cannot ask people for money- and get angry if I'm put in that situation- to the extent that I've left jobs and stopped dealing with 2 bodies- when I ended up in that situation.

    I can't see how/why it would be illegal though.
