Are holes in roofing underlay normal?

    I'd like somebodies opinion on the attached photo please.

    We're having an attic conversion done and I noticed on one side of the house, the roofing underlay (probably not the correct term), has holes in it.

    The builder doesn't seem too concerned about it and says it's just the light, but it's definitely holes because if you move under it towards the sun, the light gets brighter.

    Should I be insisting that the roll is changed or can it repaired with tape?

    Ask your engineer who's designed the structural supports, floor and specified the works to achieve fire escape routes to have a quick look at the felt.

    I was surprised to see the Engineer onsite this morning and the felt been replaced.

    This build isn't happening in Ireland, it's in our place in Hungary. That link you gave Calahonda52 had some interesting info, obviously the building regs are different, but the Irish requirement for every room to have a window or rooflight is interesting. We were refused permission to have rooflights in the front (facing the street) and I said at the time that it was a safety risk and that I'd probably just put one in anyway.
