Does this Paypal message look suspicious to anyone else?

I made an offer on a camera battery on eBay. The seller made a counter offer and I accepted, but when I went to pay through Paypal I got this message "
's PayPal account is unable to accept your payment at this time
Contact the seller for help with completing your order"

I contacted the seller and they sent me this message "Hello friend, because my paypal account is reviewing, temporarily cannot automatically receive payment, I have sent a bill to your paypal,You can log in to your PayPal payment, thank you"

I looked at my Paypal account and there is an invoice. I don't think I should pay it because if their account is being reviewed it suggests they did something dodgy like not posting an item someone bought or are selling counterfeit goods.

Should I contact eBay about this or would it be better to contact Paypal? I don't want any black marks against my Paypal account for not paying an invoice.

Don't send any money that's very suspicious

Contact paypal, they'll be better able to tell you how best to proceed

I say what the seller is trying to do is to avoid eBay fees. They probably have their eBay ID linked to a PayPal account that's restricted, and they know all eBay buyers will contact them, and then they provide them with an alternative way of paying outside of eBay.

Very sneaky. I'd contact eBay and see can they cancel the purchase.

If the invoice you received in Paypal is from a different email address than the original payment you tried to send was for, then it's probably what Unearthly said above.
