I've been out of the emu scene for some time. I've got one of those mini PCs that I was thinking of hooking up to the TV. Mostly looking to play arcade stuff, C64 and SNES stuff.

Probably looking at a dedicated front end rather than they windows. Looking for an all in one solution. Any recommendations ?

I've used Emulation Station with Retroarch, it's pretty good, takes you a bit maybe to set up but it is overall decent.

    Launchbox is another good one.

Cool, I'll check these out. What about controllers. I have a few PS3 controllers lying about. Is it possible to hook these up with a Bluetooth dongle ? Failing that could you recommend a SNES type preferably wireless controller ?

My favorite so far is the Xbox 360 controller for PC, but if you want you can easily hook up a PS3 or Wii (Wiimote/nunchuk/classic/etc) controller via Bluetooth.
