    Get in contact with professors you are interested in studying with and ask them if they have funding or if you can apply for funding together.

    I believe there exist differences among various subjects. For many social science and arts departments, professor normally have no funding for funded PhD students. It is the students' 'duty' to apply for scholarships provided by the university or external ones like IRC. But many professors working in labs may have sources to pay your tuition fee and even living expense. Either way, contact professor is the initial as well as the most important step in the Irish system.

    Keep an eye on university vacancy pages, which sometimes advertise PhD studentships. Findaphd.com is also great resource. As others have said, speak to potential supervisors and check out the school or departmental websites, as these will offer advise as to what funding is available and how to apply for it.
