Foundation for Shed

I am in the process of building a shed but have ran into a problem with the foundations. The ground in the yard rose quite a bit at the back of our property and it took the removal of 13 loads of clay and stone to get it level with the concrete at the side of the house. There is a quarry very close to the house and at the level it is at now we have hit stone and very hard ground. We were planning on shuttering a foundation on top of this instead of having to try and dig up rock. The foundation though would then be above the ground level at the side of the house. Would there be a problem with this as I believe it should be below that and the footings should be up to that level?

There'd be no problem with a raft foundation taking in your floor and all just make sure you have plenty of rebar in it caged and tied.
