Pretty much everyone shooting ISSF rifle standing, most of those shooting ISSF pistol (but the pistol ones are more like shoes rather than boots). About the easiest place I can think of for you to get them from if you're in Cork is off one of the online places (they're readily postable). I've used Intershoot so they'd be where I'd go first, but there are other places too.
If it's pistol you're shooting btw, I'd start by going to wherever local to you has skateboard shoes and try a pair of those first. All you want for pistol is a flat or concave sole (rather than the normal convex sole of ordinary walking shoes)
