HL Maths: D3 + 25 points = C1??

A D3 in HL maths is 45 points. If I add the bonus 25 points, that makes it 70 points, which is a C1.. so if I get a D3, and add the 25 points, does that bring me up to a C1?

No. You still get a D3, it just happens to be worth more points than a D3 in other subjects.
