letter to england hasn't arrived

    a friend of mine sent an A5 size jiffy envelope with a couple of photos in it and put 2 x 1.05 stamps and a 70c one on it (2.80euro) to London.

    she sent it about 2.5 weeks ago. didn't put a return address on it, didn't register it.

    it hasn't arrived yet, and normally should only take 3-5 days at most.
    would anyone has any idea why this might happen?

    i originally thought she should have had it weighed at the PO, but it wasn't that heavy, and according to AN Post website, 2.05euro was enough postage (so she paid too much)
