Need advice on repainting deck railings

Our pressure-treated deck railings were professionally painted white after installation 10 years ago. The painter used a mixture of white solvent-based undercoat and Owatrol, and I recoated it with the same a few years ago.

It needs repainting again: mainly because rain sits on the 5" flat handrail top and as a result the paint has cracked and flakes off easily. To be honest it's been like that a good while but I've been putting the job off. Having washed the railings down, it will need a sand to remove the paint flakes, but most of the white paint will remain.

So I'm wondering if I could use a different type of white paint on the rails this time. I'm just not sure what would be best. My husband wants to Bullseye/BIN it then gloss as he thinks it would be more durable. I don't mind the extra coats if that'd give a better result - I'm just not sure it's the right thing to do.

    Any thoughts please?
