Seems to be some decent changes, especially to the update manager. Makes it easier to view kernel updates than with the current update manager.

Someones asking me to upgrade a laptop to linux
    Specs
    Ms Vista (~2006-2008) OS
CPU Turion 64 X2 mobile technology AMD1.9 GHz
    3 GB RAM
    160 GB HDD

Would you recommend Mint 18 for an older machine,
I know it would work but would a more lightweight distro give better performance, like Lubuntu or Xubuntu
Would mint 18 be too bloated and sluggish at this point,
I see there is mint XFCE now.
I have a Lubuntu DVD ready to go from a previous job

If you want to put Mint on it, I'd recommend either the MATE or Xfce versions - definitely avoid the KDE desktop on that machine!

Outside of Mint, Lubuntu would be a solid choice. LXDE desktop runs really well on old hardware.
