Tilt and Turn Windows - Blinds etc

    Hi Folks
    I have heard some people saying that with Tilt and turn windows, you cannot put up blinds as you cannot open the window back. So instead you have to fix the blinds to the window sash so the blind opens with the window.

    Now, my obvious question is, why cant the window open outwards? In that case, the blind is fixed to the wall so the window never gets in the way...Its such an obvious question that I assume there is some reason that the window cannot open outwards instead of inwards...??

    It tilts at the bottom, so if it opened out and was raining, it would act as a rainwater diverter into the house?
