How would you go about opening the paper 1 speech? I know you're supposed to address the audience but 'Good evening ladies and gentlemen, today I'm here to talk about.....' seems too generic.

    Spice it up a bit.

'What's the craic lads and lassies?'
'How's it going ladies and gents?'
    'How are the lads?'

    Don't do this.

Yeah it was a joke. Honestly the opening wouldn't really matter too much. Have a quick look on youtube to see some speeches. Maybe start with a powerful statement rather than the generic opening.

You could start with a quote and then bring it back to the audience.

    Don't do this.

For a guy called Pm me nudes, you're surprisingly sensible!

How do I to a radio speech? Is it just this format?

Tubridy: Why am I such a boring bast***?
    Interviewee: I don't know, why?
    etc. etc.

Or is there something I'm missing?

Would you say that in real life though? 'Today I'm here to talk about...?'
I don't think so. The greeting part is OK, but then how about something to grab the attention, relevant to your topic. You want to grab your audience, to make them feel what you have to say means something to them.

Good evening ladies and gentlemen, have you ever....?
Have a look at Panti's Noble Call speech (it's mostly introduction up to 1.55 or so) - a great speech.

Look at other examples of great speeches.

Remember that it's quite acceptable to open with a strong or challenging statement, or a quote, before greeting your audience.

There's a lad called Take Your Pants Off as well who makes quite sane posts to my initial surprise! (well, I kinda hope it's a guy!)

Don't confuse an interview with a speech / monologue just because it's on radio! ;)
