As per today's Iris Oifiguil, SI 343/2016 has been enacted. Locksmiths are to be under the ambit of the PSA from October 1st 2016.

Any particular reason for this, ignoring the jurisprudancial reasoning of increasing remit of state taxation powers, as this seems to restrict a branch of information/trade that notables such as Freeman Dyson found it an interesting pursuit.

Because stating "I'm a locksmith" gives you much the same carte blanche, in many peoples eyes, as claiming to be a security guard in terms of forcing access to somewhere.

And because you'd like to know the person supplying your new fancy locks is regulated and as a result a bit less likely to give the key codes to get a copy made to Mr Dodgy the Robber in the town.

Possession of picking equipment has already had legal ramifications and I imagine the existence of proper regulation for those who need to use it may make it harder to go around with it otherwise.
