Employee Assistance Officer competition for the Civil Service just announced.

    It's an Interdepartmental competition so candidates must already be a serving Civil Servant.

    I see the first vacancy will be in Cork with others to follow mostly in Dublin I presume.

    Panel runs until 2018.

    Isn't it a bit unusual to have a special competition for a post like this? Presumably, this would have traditionally been an assigned role in a HR department, rather than a special post all on it's own. I wonder why?

    Its a service specifically independent of one's own home Department, under the auspices of DPER- and has been for at least the last 5 years. The idea is you can talk to a civil servant- who is there to help you- but you're not worried about it somehow ending up with Personnel/HR.

    Obviously- it would be preferable if properly trained people went for these posts- and you'd also have to consider how you'd manage or cope when presented with problem personal cases all day every day.

    Nope, competitions for these posts have been the norm for sometime now. The Civil Service have always led the way in EAPs in Ireland.

    By the circular it looks like they're looking for qualified and experienced candidates.

    Looking at their annual reports their workload is phenomenal.

    Even internal promotions are all competition based .. Hmmm I may look into this .. Didn't get onto the last AO internal panel ...

    And I see there's no mention of professional supervision for the appointees, either.

    I cannot see how anyone can possibly believe that the service is confidential when the person they're talking to is a serving public servant rather than a fully independent counsellor in private practise.

    Looks like Mickey Mouse is alive and well, designing so-called EAP schemes for the Irish government.

    Is the CSEAS confidential?

    The CSEAS is a centralised shared service; therefore confidentiality is between the client and the CSEAS. Information and personal data disclosed by employees to the CSEAS remain confidential (exceptions are listed below) and will not be disclosed to a third party outside of the CSEAS without the prior knowledge and consent of the individual. This is in keeping with normal professional standards in relation to confidentiality.
    Exceptions to confidentiality

    Life-threatening situations to the individual, other parties or the public;
    Where there is a statutory responsibility to report;
    Where required by a court or legal process to do so;
    Where non-disclosure of information could compromise the CSEAS;
    Where the CSEAS becomes aware of a breach in criminal law, disclosure may be necessary.
