Eir’s wholesale rates increase from Sept '16

"Eir, however, said the rate increase, when combined with a €2.11 reduction in its traditional fixed-line rental rates due in July, was broadly price neutral, and therefore did not necessitate a price rise at the retail end."
I'm wondering is this to offset the fact many operators - such as Digiweb, Magnet and Pure Telecom - are offering the voice element as an over the top service using VoIP, thereby bypassing Eir's PSTN carrier service and as a result paying Eir for the cheaper "broadband only" service.

It's to financially offset the impact of a Comreg decision. Openeir have been told to decrease the wholesale line rental price from €18.02 to €15.90 from 1st July. Broadband provided over POTS line rental is also increasing by €2.11 - almost the same amount as the decrease in line rental.

Standalone broadband prices -that you are referring to above- will have increased by 31% in 15 months. Crazy stuff. Most operators aren't making margins that can sustain this.

It doesn't really affect Eir, their finances are Openeirs, and vice versa. Just the dominant player flexing their muscles.

Such a move could be translated to "lets encourage LLU" but nobody really thinks LLU will happen.

POTS+DSL prices should remain static and BB only prices should move towards them. More perpetuation of the PSTN system rather needlessly.

BB only prices are increasing to meet pots + dsl because unbundling is happening. This is a move to recoup lost margins and revenues in spite of independent operators needs to recoup the investment made to put backhaul into NGA sites.

LLU isn't happening though. NGA has absorbed >50% of the fixed line customer base and cannot be LLU'd. Its now "Virtual unbundling" which is a different kettle of fish.
The monthly rental for WLR is to fall from €18.02 per month to €15.91 per month in 2016 effective 1 July 2016.
NGA Virtual Unbundled Access Standalone 01/07/2015 31/08/2016 19.50
NGA Virtual Unbundled Access Standalone 01/09/2016 __________23.00
NGA Virtual Unbundled Access POTS Based 20/05/2013 31/08/2016 5.98
NGA Virtual Unbundled Access POTS Based 01/09/2016 8.09
    NGA Bitstream Plus Standalone 01/07/2015 31/08/2016 19.50
    NGA Bitstream Plus Standalone 01/09/2016 __________ 23.00
NGA Bitstream Plus POTS Based 20/05/2013 31/08/2016 5.98
NGA Bitstream Plus POTS Based 01/09/2016 8.09

    ADSL Solo 19.50 → 23.00 : +3.50
    ADSL POTS 24.00 → 24.00 : nil change

    FTTC Solo 19.50 → 23.00 : +3.50
    FTTC POTS 24.00 → 24.00 : nil change

All this does it bring thing into balance. The cost to provide fixed line access is the same whether or not you opt for PSTN. As everyone opts to drop the PSTN service openeir are maintaining the same metallic paths but being paid less.

ALTO have a lot to complain about regarding OpenEir but this really isnt one of them.

I wouldn't have to pay this since I'm still on ADSL and not fibre.
