5 year old Open Claim with Setanta

I had a fender bender almost 5 years ago to the day that is still an open claim. I tipped into the back of the car in front of me, doing max 5kph and the guy feigned a neck injury - the ambulance staff and the police took me aside and informed me from the damage (there was almost none) there could hardly have been any whiplash. Anyway, roll on 5 years and the claim is still outstanding, in which time Setanta who were my insurer have gone bust. I moved to ARB afterwards as they were the only ones who would take me because of the open claim.

I received me new insurance quote yesterday from ARB totalling 1500 quid - mostly because of the open claim. I realise all premiums have increased, but I am effectively in limbo because of this claim. How should I go about getting this sorted? Below is the address given online for Setanta claims, but the number doesn't work and I have had no response from the email address quoted. The last time I heard from Setanta was about a year ago - now the claims telephone number no longer works. Any ideas on how I can force this claim to be settled so I dont end up paying more years of open claims? Is the onus not on the liquidator company now dealing with this to get it resolved? An insurance quoter today told me that 5 years is way too long to be waiting. Also if it does get resolved say in a couple of months can I renegotiate my quote or am I committed to the 1500 quid for the next year? Any advice would be most welcome.

Have read of that, basically looks like MIBI are the ones who are being held accountable for the claims but there doing everything they can to get out of it.
