I see a box on an 80 kmh sign every now and then it's put on, always the same sign, it's attached to the pole and has a padlock and chain around it also.

It has two front panels that have key access, any ideas as to what it is?

Traffic counter maybe. Often see them chained to poles, some have 2 cables stretched across the road that I think act as pressure switches to count the number of vehicles that pass over them

Probably something like a Jamar radar recorder, for monitoring speed and traffic volume.

And what is it exactly they might be monitoring ? Is it for road improvement

Well there's no camera, just a radar behind the cover, so it's not for surveylance or enforcement,
Far as I know they use it to monitor actual speed of traffic to see if more enforcement is needed.
