my other half and i have just scraped woodchip wallpaper of half our house

we were starting to remove lining paper in the other half of house as it looks bit bumpy here and there.

we have had 3 plasterers in looking in the past week. 2 have said lining paper can be plastered over, one has said it cannot be.

    can anybody confirm the situation?

Looking at a similar job and any plasterers I spoke to say it needs to be striped fully back to the paper on the plasterboard.
