New phone line for broadband

A friend is moving into a house with no phone line. I understand that Eir is not charging for new installations. Do you have to go with Eir to get it installed or can they chose a different broadband provider? If the latter would it affect how quickly Eir installs the new line?

Its regulated, install time is the same with everyone and everyone can do it.

Eir: Install and go
Vodafone: Install and go
Sky: Install and go only if you include TV in your order
Magnet: Should be the same
