Put the pen in your left hand and close one eye and you'll get it it pretty close

Won't be long before blue cards become a thing of the past anyway I'd say

The last animal I bought was owned by a Vet and he never signed the card either.

do you not need to sign it so the check from the mart come to you instead of the previous owner

The department is going to parachute into your place some day. Don't say you weren't warned.

when the card is scanned your details come up

i think they only need to be signed in the case of an inspection

Kinda. The Dept guy will pick out cards at random from the sale, if they're not signed on the back, you'll be called in to do it but it's not something they'll slap you on the wrist for.
The only reason it's useful (in theory) is that the buyer can get the full history on it and the mart can input new accounts if the seller hasn't been in the mart before. AIM will only bring up herd numbers on the mart screen, no names, so it can cause delays with the sale.

Is it up to the buyer or the seller to sign the back of the card?

Buyer. A lot of dealers had stamps made.

    Seller.
Its up to the owner/seller of the cattle "at the time of sale" (be it a private sale or through a mart) to ensure that they are healthy and fit for sale. That includes signing/completing movements irrespective of whether the cattle were born on site or bought in.
The onus is on the new/second owner to complete the second half of the reverse of the card with date of sale, herd number, and their name/address and signature. If the cattle were bought through a mart than the "mart number" will be stamped on the upper portion of the reverse of the card.
Lots of farmers have stamps and they are not dealers. We buy in a few calves most years and personally our stamps save me from severe writers cramp :)
So to answer the question - it's up to the seller to ensure that the animal and its corresponding card are fit for sale via DAFM rules and regulations.
Whether the previous owner signed the card is not your problem - let the DAFM deal with it.

    That's me told :p

I was on about sales through marts, the buyer there would/should ensure he signs the back of the card himself, no seller is going to stand over him.

In this case the onus is on the mart (as an approved DAFM operator) to ensure that the relevant paper work is completed correctly prior to sale, otherwise the mart is liable if the sale falls through with additional expenses.

Kovu, I'm not trying to "tell" you or anyone else on how to conduct your business/affairs.
I'm just recounting my experiences over the years.
