Low water pressure in apartment

I have a problem with water pressure in the apartment, basically when I want to have a shower I have to turn a knob in the hot press a couple times for full pressure in the shower to kick in.

    Here is a picture

The blue knob is what I have to turn to get pressure up, it has a spring and clicks down after each turn. Im assuming its a pressure release valve. Last Sunday we had zero water pressure, only after I turned the black knob and water/air sputtered out, did I get the water pressure back.

My question is, should I just call a plumber or is one of these 2 knobs in need of replacement?

Call a plumber. Are you turning the valves back down after you have a shower..? Valves may not be opening right. As for the taps, could just need new washers... It's a quick fix for a plumber.

The blue valve is a safety Pressure Relief Valve and is not designed for what you are doing with it.
The problem lies with the bigger valve to the right, which is called a Pressure Reducing Valve.
This is either faulty or may just need adjusting. Incorrect adjustment can cause bigger problems than you have started off with, so it would be advisable to get a Plumber who is experienced with Un-Vented Hot Water Cylinders and Pressure Reducing Valves on them.
