Fibres in wallpaper in old house

Doing up an old house at the moment and came across this really weird wallpaper - at least we think that's what it is. Fairly easy to remove but there seems to be some sort of a mesh baked into it - anyone seen anything like this before - presume there are no health hazards attached with removing it??
