    it's only an issue when you actually need to tax it.

    you'd need to pay the arrears plus 3 months to declare it of the road now.
    you could always change the ownership wheenever you want to tax it again, if ever.

    You must declare SORN in advance..
    If you don't intend to use it any more, just stick it in a barn and then sell or scrap it.
    New owner will not need to pay back tax (at least until this loophole is closed).

    When/if they close it they will make you pay your taxes before you can sell.
    This will mean a lot of old cars will probably go to scrap instead of sold on.

    I wouldn't really see it as a loophole. It's just knowing how the system that's in place works.
    If you're driving a car you need tax, if you're not driving it you don't. If you want to not drive or tax a car for a few months you declare it in advance. If you know you'll never drive it again, you dont.

    If you buy a car, you need tax. if you're not driving it you don't. If you want to not drive or tax a car for a few months you declare it in advance.

    etc etc.
