What's the 15 year old doing until 10? Smoking drugs round the back of supervalue with his homies?

I agree. If they're not old enough to vote or be responsible for where their gentials end up, they shouldn't be left roaming around the road in the late evening.

If parents were able to curtail their children we may not have housing crisis as one is being born every minute.

Well I definitely think kids should be in off the streets by about 9 o'clock. It's unfair on neighbours to have loud games of football, or kids shouting and screaming and running around until really late. I know they're on their holidays during the Summer, but life goes on for other people, who are trying to get smaller kids to sleep or have to be up early next morning.

OP you should put sleeping pills in the kids dinner to encourage an early bedtime for them.
