Rough idle, NCT fail?

The DISA valve in my E46 BMW is broke, so now my tachometer can be quite "jumpy" at idle and car shakes a little. Afaik the valve controls the variable length intake manifold, better torque at low revs (closed) or better horsepower at high revs (open).

Anyone know if this is something that would cause the car to fail the NCT?

Might cause a fail, as they might not be able to do the low idle emissions test with it jumping around.
