Polo 9n3 headlight flash

Hi, I have an 07 Polo 9n3, and the headlights will not flash, but the headlights do work when beam is turned on for continuous operation.

is there an 'easy' fix this, or am I likely to have to take off the steering wheel, and replace the indicator/wiper stalk?

Is there a possibility that replacing the stalk will not fix the issue, and if not what could the issue be?

    TIA.

bought the car like that, knocked a bit off the price for that, mechanic that looked at it before I bought it said that other than that the car is sound.

has done 1200km in the last couple of weeks, and giving ~75mpg so seems to be ok from that side of things.

Sounds like the stalk to me. Do you really need to flash headlights anyway? Seems not very necessary IMO unless you live near country roads with lots of traffic.
