Little heat from stove, solutions?

    Hi,
I had an insert 7kw stove installed at the start of the winter. It has a flexi flue liner to the top. I am not in a hilly area.
When lit, there was very little heat for the first hour and a half or so when started with half a firelog and briquettes.
Even with both primary and secondary air vents fully closed, the fire burns very quickly and when not lit you can hear wind in the stove/chimney.
A couple of weeks ago i had a 8 to 4 reducing cowl installed and was told it should solve the problem.
It has reduced the amount of draw on the fire but the fire still burns fairly fast with both vents fully closed. (I have tried different combinations with the vents but no joy).
The room is less than 12 msq and the thermosat doesn't go above 24 deg even when lit for hours.
Is there any other solution to the problem?
The chimney has 4 chimney pots on it as it is shared with the neighbors.
The stove is a Henley Apollo. The manufacturers say the problem sounds like the chimney and not the stove.
Appreciate any feedback, i'm running out of ideas.

Maybe try something like this to cut down the draw on the flue.... I had a similar problem as yours although my stove is only a 5kw and the flue is accessable...not sure if you can access the flue...

Have you checked the door and ash door seals, I had a problem with fire burning too quickly and discovered that the problem was there

24 deg is very warm, id check your thermometer to see if it's accurate. If it is then I'll say it again - 24 deg is very warm for a room in a domestic house, I would be uncomfortably warm. If it's burning fast with the dampers closed then you have a leak into the stove through a seal or faulty dampers, this will cause most of your heat to shoot out through the chimney and defeats the purpose of a stove; you might as well have an open fire.

BTW, it's 24 degrees outside today - why are you lighting a stove.......
