You probably need to apply for a tax credit certificate, form 12A, think you can download them from www.revenue.ie
You will be on emergency tax until you get this sorted.

Tell your employer/payroll operator that you haven't worked this year (that is all they are required to know) and simply give them your PPS number. Also ask them for their registered employer no as Revenue would look for this when you ring them. Then ring Revenue (PAYE section), explain your circumstance eg if you're married do you want to be jointly assessed or separately assessed etc. and give them the employers registration no. You won't need to do anymore, Revenue will send your employer your tax credit information and your payroll operator will pick it up instantaneously by running a P2C and away you go. It can be organised very quickly, in a day or two. You won't be emergency taxed too harshly if you give your employer your PPS as you'll still have your standard rate cut off point and half your tax credit plus you'll get any overpayment back immediately once everything is sorted. Revenue are really nice to deal with and will talk you through the process.

Alternative is to contact revenue with the employer number ( obtainable from new job) who will send a tax free allowance to your new job.

You dont need a P45 if you have never worked

Your new employer will register you for tax on a week 1 basis

A P45 is simply a statement of your pay and tax in that year to date.

It doesnt go back further than January in any year.

You don't have to do anything, your employer's payroll/accountant will fix it all up for you. Just tell them you haven't worked this year as a person suggested, No need to download anything from the revenue website, let your employer handle it. You'll be on emergency tax for a little bit but will get it back.

As others have said, you don't need a P45 to start a job. However, to speed things up, and to get you off emergency tax ASAP, you can ask revenue to send out a tax free allowance cert direct to you employer. You will need to advise them of the employers tax number.

Depending on how you are fixed financially, you could leave it alone and when they do get it sorted, you get it back anyway - so could treat it like a mini saving scheme.

I'm not telling the op to download anything- I'm showing them the relevant form that their employer needs to sort, so they can go and say "I don't have a P45, you guys just need to fill in a P46, and here's my details..."
