Bear with me here. My commuter is a single speed with track dropouts. I went to tension the chain last night, happy with where the rear wheel was positioned I tightened the nuts either side. This caused friction and slowed down the rotation of the wheel.

I've ridden I fixed for a few years changed to single speed (flipflop) never had this problem before. Could it be the "axle"?? Is gone? Ridden the wheel set for three years or more commuting?

Might be that the bearings are being squashed by the pressure. This would slow / stop the wheel.
