Yes you can spray it with that much grass left.
Have you soil tests done? Its the cheapest part of reseeding, you will know the correct fertilizer and lime amounts.
    My method is slightly different.
I wait for a crop of silage, then 5 days before harvest I spray with Roundup.
Then after harvest, spread ground lime (about 1 tonne/acre).
Disc harrow twice (its heavy ground)
    Power harrow
Spread half the required fertilizer (usually 1.5 bags of 10:10:20 for my land)
    Power harrow again
    Spread seed
    lightly roll
Wait for the field to turn lightly green (usually 10 -20 days)
Spread the other half of the fertilizer

You can plough it in. The reason for cutting silage or grazing is to make use of the grass rather than letting it go to waste. once the spray moves to the root the grass is dead and the leaf will rot away anyway.

Similar method only I get all the p&K out at seeding time. P is crucial for root development. It is very immobile in the soil so it should be placed as close as possible to the seed.
I spread all the p & K before the contractor sows the seed

If you werent ploughing a heavy cover could stunt the new seeds with acids/allelopathy. But since your ploughing it should be grand

One more tip I forgot to add,
If you are letting a crop of silage grow first aim to spray and take the silage about a week before its ready, make sure its still standing and definitely there should be no lodged silage as the spray will not get to it all.
