Selling Car to a NI resident

    I'm selling my car to a lad based in Belfast and he will be registering it up there. Just wanted to know if I complete the logbook as usual and send to shannon, or do I give the logbook to him and just get a form filled out to say he bought it at x date and time?

    Write a sales contract, get a sales receipt with reg number etc (it can be the same paper).
    Hand him the logbook.
    Send a mail to Shannon that car is no longer in country (not really needed I think)

    You cannot change the ownership over to him unless he is resident down here. I could be wrong here but I think you have to give him the log book and when he goes to re-register it up North the NI DVLA will write to Shannon informing them the car is no longer in the State.

    BTW assuming the car wasn't VRT expect previously you should apply for a VRT refund on the car as your exporting it for sale. This process may also update the registration status to exported with Shannon. Car needs to have a minimum OMSP of 2k though and the NCT will need to appraise it for the VRT refund.

    Cheers. I will write up a sales contract and inform shannon by letter too. Its a 97 fto, brought in from japan in 2000 by someone else. She's been off the road 2 years now and the OMSP would only be around 2.5k, so probably not worth the effort claiming buttons on vrt.

    Yep, if there's no emissions figure on the VRC (I'd say there isn't) you'll only get the bottom VRT rate anyway.

    Which won't change absolutely anything, as car still stays on the system, tax reminders are being sent, etc...

    Car was declared off the road for 1 year and then 1 additional year. I tried to declare it off the road again yesterday, but motortax.ie won't let me do it. I received no reminders and couldn't retrieve my pin. Was supposed to be declare off the road in the month of April. Stupid system we have.

    I would have to go to the tax office, tax it for 3 months and then declare it off the road before the tax expired. Having to submit a declaration every year and without a reminder/pin being issued is an asshatter system.

    Handing down the logbook with vehicle sales for export to foreigners is standard procedure all over EU (and further than that) as each country requires a logbook from country of origin to register a vehicle.

    Surprisingly, Shannon doesn't agree with that.

    Here's a quotation from general info I received from them when querying something:
    Vehicle Exports.

    Vehicles which qualify for a VRT refund

    Legislation introduced in 2013 provides for the refund of residual VRT where a vehicle is permanently exported from the State (S.I. No 110 of 2013 – Finance Act 2012). The refund is limited to passenger vehicles (EU category M1) that are registered in the State and on which VRT has been paid. Vehicles are subject to a pre-export inspection and repayment of VRT is made by the Revenue Commissioners based on proof of import and registration in the destination jurisdiction. Details are available on the website at www.revenue.ie or telephone 047-62100.

    Vehicles which are not concerned with a refund of VRT

    Article 12 of the Road Vehicles (Registration and Licensing) (Amendment) Regulations 1992 (S.I. No. 385 of 1992) provides for the licensing authority to be informed in writing by the registered owner when a vehicle is being permanently exported from the State. The current registered owner must inform the local Motor Tax Office and/or the Driver and Vehicle Computer Services Division (DVCSD), Department of Transport Tourism & Sport, Shannon, Co Clare that the vehicle is being permanently exported to a given export destination (country).

    Where the ownership of the vehicle is being transferred to a person outside the jurisdiction of the State, the current registered owner is obliged to submit the Vehicle Registration Certificate (VRC) to DVCSD in Shannon and the purchaser’s name and address details must also be submitted.

    Please note that the VRC should not be given to the purchaser of the vehicle either in Ireland or abroad. The DVCSD will assist the authorities in the exporting destination with vehicle details.

    The current registered owner of the vehicle should be aware that their liability for the vehicle under the Road Traffic Acts continues in respect of the vehicle until the licensing authority in the export destination confirms import and registration to the DVCSD.



    This is total bullsh1t, as no country in EU will register Irish reg vehicle without having Irish VRC in hand.

    So in other words, it is impossible to sell vehicle for export and obey rules set by Shannon, as no foreigner in the right mind will buy a vehicle for export without VRC.


    Another thing though is that most countries have a deregistration system, and effectively vehicle registration is cancelled before vehicle is taken abroad by foreigner, and VRC is normally stamped with "cancelled" stamp.
    Most countries do it, like Germany, France, Belgium, Italy, etc...
    Therefore buyer can not drive vehicle, but has to either take it on a trailer, or buy temporary export plates (usually valid for a week or so provided with insurance).
    However logbook is always handed to buyer, and even with "cancelled" stamp it's still valid document for registration in destination country.
