The lottery said it. I presume.

It must be a fix, there's absolutely no other rational reason for it.

it is like the old joke.
Why are Firemen's Balls bigger than Policemen's Balls?
    Because they sell more tickets.

I did a bit of research after the last Portugal win and it turns out that while the UK has the most amount of Euromillions jackpot winners, Portugal has the most amount per capita by a very very large margin. Can't remember the numbers exactly but the UK had 60 odd winners from a population of nearly 70 million while Portugal has had nearly 60 winners out of a population of 10 million.

I think I read somewhere that the reason for this is that most other forms of gambling are illegal in Portugal and so a lot more Portugese play lotto and spend more on it than people in the rest of Europe.

So the real question is...how many lines are bought in Portugal compared to the UK or other places? It doesn't matter about the population of the countries, just the lottery-playing population.

The euro millions is only played in a handful of nations, what's interesting is not the number of winners in Portugal, Ireland and the UK but why there are so few in Austria, Belgium, France, Spain and Switzerland (I'm not including the likes of Monaco and Luxembourg as hardly anyone lives there and they are all rich)

    France 78 23.4%
    Spain 76 22.8%

Why don't we hear of these? For some reason like the OP I notice that the media reports on Portuguese jackpots but I can't recall the last time I heard mention of France and Spain.

That said Portugal has far more winners per capita than either.

Looks completely random to me, you'd swear it was a lottery.
