Do County Councillors have clinics where people can pop up with their questions-requests? I know TDs have local clinics. How about Councillors?

You could e-mail them and ask?

Some do, some don't. Some attend their TDs one; if their party has one.

Most are willing to meet if contacted and virtually all are willing to do a phone consultation.

Fire an email off to them. I've had a meeting with two, phone call with another and detailed email exchange with another on the back of an email I sent.
