Some Waterford services are designated as being dry train. To be sure of which are which you should consult Irish Rail's website or contact them on FB or Twitter.

I was just on the service at 1515 to Waterford. Says no alcohol that didn't stop people from drinking on that overcrowded sweatbox they call a western train service........

From their FAQ (first result searching irish rail alcohol, by the way), there are only restrictions on Fridays and Sundays, so Tuesday should be fine: http://www.irishrail.ie/contact-us/faqs

What caused those restrictions in the first place? This is the first I've heard about dry trains.

Anti social behaviour from the likes of stag and hen parties heading down to or back from Kilkenny and Waterford for the weekend, as far as I understand. Basically some people couldn't just have a quiet drink without disturbing everyone else, so a blanket ban was implemented on the worst affected trains. I believe there may have been dry trains on the Galway line for a while a few years ago, but that seems to have been relaxed since.
