Medical Expenses Relief for Old Age Pensioner

My mother needs to have cataracts removed and doesn't want to wait for 2 years to have it done publicly so she will pay for it to be done privately.
Her only income is an old age pension.
Is there any medical relief (Med 1) she can claim on the expense? She doesn't pay any tax.
If one of her children pay the expense for her, can they claim relief?
