I would love to find some article, or book or just information in regards this.

In short - when were certain requirements introduced...

We have emission EU standards (Euro norms) and there were in place since 1992.
Here's some wikipedia article And here bit more decription.
Most breakthrough was probably the first Euro1, which introduced a requirement for cathalitic converter, which effectively eliminated carburetters completely and introduced electronic injection. As well as caused leaded petrol to be replaced by unleaded. That was a big change.
Also Euro4 which started applying to vehicles first registered from 2006, was the first one to introduce such strict norms that manufactuers had to start using DPF.
DPF wasn't obligatory until Euro5 from 2011, but many had to have them since 2006 as without them engines would be above the emission limits.

There's probably way more interesting stuff what big changes we went through due to Euro norms, but I can't find too much details.

Also it would be nice to find a list of what technical requriements were introdued when.
F.e. since when cars need to have front seatbelts, since when rear seatbelt.
When did ABS became obligatory, or airbags.
When did middle stop light became obligatory. When stablility control.. DRLs.. etc....

If anyone has any written details about that, feel free to post here ;)

Euro 1 came into effect in 1993. Very similar emissions regulations came into effect in the whole of the USA in 1983 and in the state of California in 1979!

    Euro emissions table:

    Std Year NOx PM
    Euro 1 1993 8.0 0.36
    Euro 2 1996 7.0 0.15
    Euro 3 2001 5.0 0.10
    Euro 4 2006 3.5 0.02
    Euro 5 2009 2.0 0.02
    Euro 6 2014 0.46 0.01

Euro 1 brought a need for catalytic converters, which required unleaded petrol. Does anyone remember when did unleaded petrol became available, and when did leaded one disappear?

Did fact that cat's were installed, meant no more carburetter cars, or were there still some cars running on carburreters after 1993?

Anyway - Euro 1 brought those big changed.
Did Euro 2 and Euro 3 brought any significent changes to car technology, or was achieving those limits done just by improvements of current technology?

Iirc there were still some cars sold brand new after '93 with carburettors. Mainly small Japanese cars iirc. It usually takes a few years before they catch up with modern technologies.

It wasn't confined to the Japanese at all. Ford, vw, and Opel etc all had cars fittec with carburettors well into the 90's. Some 80's Japanese cars have efi too.

European standards were introduced in 1 January 1993 at the beginning of the single European market. Prior to that, there were few common standards across the continent for any product or behaviour.
