Filling out an application form at the moment. I've previously done a PLC course which was a Fetac Level 6 and I'm wondering if that counts as third level.

FETAC level 6 is third level. A Major (full) FETAC level 6 award (5 subjects) is equivalent to two years at third level. If it was only one module you did this is a Minor award but still at the level of third level.
FETAC level 3 is about Junior cert, level 5 leaving cert and level 6 Certificate level at third level.
Level 7 (not a FETAC level but our national qualification system) is an Ordinary degree, level 8 and honours degree, level 9 a Masters degree and level 10 a doctorate.

By the way, the name PLC should answer your question as PLC is short for Post Leaving Cert...so obviously after second level.
