Static electricity. Get them to put their foot on the ground before touching any metal parts of the car when getting out.

Does anyone else get a shock when getting out of your passenger door and does you passenger get a shock from other cars?

They do until they wear away - which is a few days.

Yes ! In My case it was the shoes.

It's the clothes being worn. Friction between e.g. a cotton t-shirt and a man made fiber fleece (or between a shirt and the seat material) will cause a build up of a lot of static. Touching something metal discharges it.
Shoes play a factor in that if they are slightly conductive the static charge can dissipate slowly enough to ground that you don't feel the shock, and lowers the level of static before the door frame gets touched.
The strip on the rear? Pointless and purely placebo. It's the charge differential between passenger and car, not car and ground.
How to avoid it? Change the clothes worn, change the seat material or cover, and learn to use the glass to open and close the door.
