    Its not a surprise around here but the RTE and the Independent are reporting delays in the procurement process.

    RTE says
    [DCENR]has confirmed that it will not now be in a position to award the contract to the winning bidder or bidders until 2017.


    The independent says its
    due to the postponement of negotiations with shortlisted bidders for the process



    Other possible causes:
    1. Tender documents not ready - DCENR
    2. Outsourced Technical Expertise/Personnel not yet in place. - DCENR
    3. Intervention area regulatory environment not determined/ready - ComReg
    4. Infrastructure Directive not implemented - DCENR
    5. Strategic Environmental Assessment behind schedule. - DCENR
    6. European Commission not happy with 3., 4. and 5. above - EC
    7. Funding not available in 2016 fiscal year - DoF

    Irish Times suggests delay due to eir's June 4th announcement
    And Eir, formerly Eircom, helpfully noted it would “continue to assist the Government to ensure that the National Broadband Plan is implemented”.
    What it forgot to mention is that it is a commercial decision by that company which has effectively forced the delay to the existing government proposal..

    However, even as the outgoing Government prepared to seek tenders on that basis, Eir said it could now cover 300,000 of the affected properties.
    That undermined the plan put forward by Minister for Communications Alex White (inset), leading inevitably to this week’s announcement.

    Hard to know if the IT is really onto something or whether its pure speculation.

    RTE's Richard Crowley interviews Michael Fitzmaurice TD (Ind) and Minister White about the delay.
    • There is no legal challenge from any operator.
    • The delay is likely to add about six months to the procurement process.
    • The delay is coming from Brussels.

    Minister White offered to detail the complexities of the delay, but interviewer Richard Crowley was more interested in talking about a spat concerning Leo Varadkar and Irish Water.
