HTC M9 locked in a startup screen

My gf's phone is stuck on a page that says *** Software status Official *** It says it is locked and is a security warning. Any ideas what this is or how to fix it? I've no idea. It worked this morning for the alarm. She left it behind today and when we came back it was stuck like this.
