The Department has launched a public consultation into the National Broadband Plan - Intervention Strategy: Strategic Environmental Assessment Scoping Report. This consultation will run until 5pm on Friday 20th May 2016 - for further information, click the above link.

This is quite a lengthy process by the look of it.
