70Mb/s Vs 100Mb/s

I notice when hovering over some exchanges that the majority seem to report 100Mb/s but there are some that show 70Mb/s What is the essential difference in how these exchanges are connected or users connected to these exchanges? The existence of cabinets? http://fibrerollout.ie/where-and-when/

Yep, not all eVDSL units are currently vectored, thus 70Mb and reduced range.
