Flail or topper

There's some ground which could do with a bit of TLC.
It's grazed during the summer but doesn't get any fertiliser/ slurry.
There's some Rush, sprat & Fog on it.
I was advising to flail before I'd spread fertiliser, they asked a guy to flail but hasn't looked at it yet & he's asked maybe 2 months, another guy has offered to top with an offset topper.
Although the topper will do a good job, would they be better to put pressure on the flail man?

Ah if it's anyway heavy flail it. It leaves a lovely clean job. In my experience watch the weeds after though, they will shoot up

It marginal land, they were warned that spraying could bare the ground

I flailed a bit if ground a few years back, it was fairly dirty with briars, rushes etc. it was heavy land but I noticed the damn weeds recovered quickest so hit them with a weed licker and it was a great job.

I suppose you could give them a run of the topper when they come up again give the grass a chance to take over
