Clampers legally clamping?

Can anyone clarify this for me relating to clamping? There is a residential road near me where the sign clearly says permit parking or pay and display Monday to Friday. As today is Saturday I am wondering why the clampers are clamping and lifting cars from the road. There are no yellow lines or clear ways.

We live in a nearby apartment block so this doesn't affect us, but we have seen cars clamped along this spot over the weekend. These guys disappeared from the area for a few weeks but have reappeared with a vengeance. I'd like to be armed with the correct info if I see them doing it to some poor unfortunates car.

maybe it's actually permit parking (or pay and display M to F). ie you need a permit on Saturday

Perhaps the cars are untaxed and so are litter?
